617 Limited is wholly Nigerian-owned and was incorporated in Lagos in 2017 (RC 1405168). Its three operating divisions apply one discipline across oilfield, agricultural and infrastructure work: define the scope, measure progress and maintain a defensible record. The divisions are structured to serve government agencies and parastatals, upstream operators, development programmes and private principals.
Export Supervision · NESS
Independent pre-shipment inspection at the point of export.
617 Limited is mobilising the personnel, procedures and technical systems required for independent pre-shipment inspection of crude, gas and LNG cargoes under Nigeria's Export Supervision Scheme (NESS). The work is designed to verify quantity, quality and value at the point of export.
This is a mandate 617 is mobilising for, not a service currently in operation. It is not counted among the three operating divisions, and it carries no division numeral until cargo supervision begins.
Quantity Determination
Independent measurement of export volumes through custody-transfer metering, tank gauging and draft surveys, reconciled against shipping documents.
Quality Determination
Representative sampling and laboratory analysis of crude, gas and LNG to internationally recognised standards, confirming grade and specification.
Loading Supervision & Certification
Witnessing of loading operations, seal control and issuance of inspection certificates supporting export and revenue documentation.
Mobilise
Receive nomination, review documentation, mobilise inspectors to the load port.
Measure
Determine quantity by metering, gauging and draft survey; draw representative samples.
Witness
Witness loading, verify seals, monitor for contamination or loss throughout.
Certify
Issue the Clean Certificate of Inspection and report to the relevant Federal agencies.

Division 02 · Agribusiness
From land to logistics.
Land development, protected cultivation, agricultural supply and project support for public and private programmes. With documented projects in Ogun and Ondo states, 617 Limited is building from a South-West base toward nationwide agricultural delivery.
Land clearing & development: 100 hectares, Zilex Holdings Farms, Ondo State
Awarded to 617 Limited by the Parastatals Tenders Board of the National Agricultural Land Development Authority in March 2026. An 18-week land development programme executed under NALDA supervision in liaison with the Ondo State administrator.

Land Clearing & Preparation
Mechanised clearing, stumping, ploughing, harrowing, ridging, and irrigation channel cutting. Bush in, farm-ready acreage out.
Crop Production & Protected Cultivation
Open-field cultivation of rice, maize, cassava, soybean and vegetables, plus greenhouse and controlled-environment agriculture, with input management and agronomy throughout.
Agricultural Procurement & Supply
